Bobby Doyle
Code4Couples

Lt. Bobby Doyle is a retired Master Peace Officer, retiring from the Highland Village Police Departmentin March 2021 after serving for 21 years. During his career, he worked in the patrol division for 17 yearsand the administrative/training division for 4 years. Bobby holds instructor certifications in firearms (patrol rifle, pistol, shotgun), patrol tactics, less than lethal force options (Taser, OC spray, baton), defensive tactics, and police training coordinator. Bobby has been involved in many critical incidents/investigations as well as being CID supervisor, patrol supervisor, and internal affairs investigator. He is still actively involved in firearms training and use of force training with local departments in Texas. Additionally, he was the “crusty old guy” who did not support mental health initiatives for officers until he was exposed to the issues by his counselor wife and her research. After recognizing some of his own underlying issues, he made sure his door was always open for other officers in his department.

Cyndi Doyle, LPCS, NCC, CDWF
Code4Couples

Cyndi Doyle is a Licensed Professional Counselor Supervisor and Nationally Board Certified Counselor. She is the founder of Code4Couples® and a podcast of the same name. Cyndi is the author of Hold the Line: The Essential Guide for Protecting Your Law Enforcement Relationship and the creator of the Hold the Line Program. Cyndi utilizes research, her clinical expertise, and personal experience as the wife of a law enforcement officer to educate and positively impact first responders, their spouses, and their relationship by educating on law enforcement culture, relationships, mental health, personal stories, and resources. She is certified in Critical Incident Stress Management and serves on local CISM teams in the DFW area. She is a Certified Daring Way™ Facilitator for Dr. Brené Brown and a Seven Principles Educator for Drs. Gottman. Cyndi was honored to be selected by the Office of the Governor in 2017 to be one of 3 mental health professionals to serve on a statewide work group focusing on Mental Health Access for First Responders. Cyndi is Past President of Texas Counseling Association and has spoken for a multitude of audiences and conferences which have included FBI National Academy Conference and International Association of Chiefs of Police. In 2020, the American Counseling Association awarded her the Samuel Gladding Unsung Heroes Award for her work with first responders and contribution to the field of counseling.

Rachel Fischer, RN, BSN, SANE-A, SANE-P
Forensic Nursing Consulting and Education LLC

Rachel is a registered nurse (RN) with a B.S in Nursing, working as an ER Nurse at a level 1 trauma center in Houston, Texas. She specializes in forensic nursing and has been board certified by the Commission for Forensic Nursing Certification through the International Association of Forensic Nurses in adult and adolescent sexual assault (SANE-A)  as well as pediatric sexual assault (SANE-P). As a survivor leader, Rachel harnesses the power and insights of her past as a pioneer in the battle against modern-day human trafficking. Rachel has extensive knowledge in human trafficking research, and first-hand experience in rescuing and finding missing children. She is active in the fight against modern day slavery by hosting support groups for survivors and collaborating with several non-profits to promote best victim outcomes at a systems level.

 

Rachel has helped to found and serves on the board of various non-profits and consults with human trafficking organizations across the globe. She began her speaking and advising career in 2013 with her published autobiography, Taking Back the Pen. Since then, she has shared her story and insider knowledge with worldwide audiences to bring healing to sexual abuse and trafficking survivors, capture predators and offenders, and strengthen the arsenal of police chiefs and investigators as they fight to establish justice and end crime. Rachel shares insights from the field to help drive results and positive change in your work against human trafficking and violence.

Donna Lucero, MA, LPCC

Donna has 20 years of experience working with children and families who have experienced trauma, mental health issues, poverty, and violence. She strongly believes in the critical nature of early childhood development and the need for healthy relationships to support the development and well-being of children as they grow. Donna believes the way to eradicate the damage to our most vulnerable citizens is by working with one child and one family at a time. Her commitment is to advocate for healthy children and families by building relationships and community.

 

Donna received her Master’s in Counseling degree and Bachelor’s in Psychology with a minor in Family Studies degree from the University of New Mexico.  She is a native New Mexican from Albuquerque with a passion for playing a range of instruments from guitar to drums to cajon to conga—and most recently, the bass.

Jay Ratliff
New Mexico Office of the Attorney General - Special Agent in Charge/Commander

Jay Ratliff has 22 years of law enforcement experience and currently serves as Special Agent in Charge and Commander for the Internet Crimes Against Children Task Force and the New Mexico Human Trafficking Task Force, for the Office of the New Mexico Attorney General. He is a Certified Forensic Computer Examiner, earning his certification from the International Association of Computer Investigative Specialists in 2014. Additionally, he has been recognized and an expert witness in computer forensics and child exploitation investigations.


Prior to his work with the Office of the Attorney General, he served as the Lead Investigator for the Eighth Judicial District Attorney’s Office where he assisted in the investigation and prosecution of all felony cases in Colfax County.


He began his law enforcement career serving for the Village of Cimarron Police Department where he quickly learned all aspects of law enforcement from patrol, investigations, crime scene management, and departmental management. While serving for the Village of Cimarron he held the ranks of patrolman, sergeant and Chief of Police. He has been teaching law enforcement officers for twenty years in general police instruction, firearms, case law, and computer forensics.


He holds an Associate’s Degree from Trinidad State Junior College in Criminal Justice and a Bachelor’s Degree in Criminal Justice from the University of the Southwest.

Honorable Mark T. Sanchez
District Court Judge - 5th Judicial District

Judge Mark Sánchez was born in Belén, New Mexico, and received his bachelor’s degree from Harvard University and his law degree from Drake University. He also studied at the Universidad Autónoma de Barcelona. When in practice he accepted cases involving domestic disputes, commercial transactions, commercial litigation, and tort litigation.  He concentrated in domestic litigation. Judge Sánchez was elected to the bench in November of 2010.

Erik Scramlin
Tactical Legal Solutions, LLC

I am a career prosecutor. I served as Chief Deputy District Attorney in New Mexico's First Judicial District for Santa Fe, Rio Arriba and Los Alamos Counties. As a prosecutor, I have significant experience in trial practice, search and seizure and leadership. I started Tactical Legal Solutions, LLC to pursue my passion for teaching and speaking. I also host the law enforcement podcast "The Tactical In-service" where I discuss trends in the law and training topics that effect the law enforcement community.

Erik M. Scramlin is a graduate of Western Michigan University (B.A., Political Science) and Western Michigan University – Cooley Law School (J.D.). Mr. Scramlin has served as the Deputy District Attorney for the 5th Judicial District of New Mexico, Chief Deputy District Attorney for the 1st Judicial District of New Mexico, and the Deputy City Attorney for the City of Hobbs. Mr. Scramlin is a member of the New Mexico, Michigan and Federal District of New Mexico Bar. He is also a New Mexico Department of Public Safety certified professional lecturer, Federal Law Enforcement Training Centers certified Law Enforcement Instructor and Federal Use of Force Instructor. His awards include New Mexico Young Prosecutor of the Year, and New Mexico Prosecutor of the Year. Mr. Scramlin is currently the owner of Tactical Legal Solutions, LLC.

Sunny Slaughter

Sunnetta “Sunny” Slaughter is a noted Vulnerability SME, TEDx Speaker and Master-Connector who brings over 30-years of executive consultancy, tactical guidance and professional training to a cross-section of professionals in government, corporate, business, nonprofit, for-profit, organization, faith-based, advocacy, academia, education, clinical, the healthcare industry and throughout the community.

Sunny is a highly skilled and qualified thought-leader offering a unique perspective on the intersecting complexities of vulnerability, crime, and policy. Sunny is a federally certified law enforcement instructor, has served as a consultant for the Department of Homeland Security Federal Law Enforcement Training Center as an expert on domestic and sexual violence and in the development, what is now the Blue Campaign. She was authorized to attend the Drug Taskforce Supervisory Training Program and the Hate and Bias Crimes Course for sworn law enforcement only.


Her expertise has been beneficial in garnering a 6 million dollar settlement in a federal case of a missing child believed to be the victim of a human trafficking scheme, providing consulting and training, offering policy perspectives and subject matter expertise in the query of criminal incidents and legal cases, as well as, by raising awareness within public and private spaces regarding vulnerability, intersectional violence, human trafficking, exploitation, child pornography, missing and sometimes murdered children, drug trafficking, the Opioid Impact, mass incarceration, criminal justice reform, reentry, healthcare, community and more.

 

Sunny has developed and implemented public health strategies, provided vulnerability and risk assessment, mitigation, and crisis communication to a diverse clientele. Sunny has been responsible for the coordination of collaborative partnerships, and multijurisdictional operations across professional disciplines, for the execution of initiatives with a focus on prevention, intervention, community engagement, and agency preparedness.

 

Sunny has worked as a subject matter expert with news anchors and journalists developing background information for investigative reports and news stories. She has served as an on-camera Crime Analyst for national and global media outlets, including; ABC, CBS, NBC, FOX, CNN/HLN After Dark, and Trinity Broadcast Network. She delivered a riveting TEDx Talk titled “What are You Really Willing to do for Others?” revealing her personal story of finding out she was married to a child predator.


She has been dubbed the Olivia Pope of Crime and a Master Connector.

Dr. Leslie Strickler, DO, FAAP
UNM - Professor of Pediatrics and Para los Ninos - Medical Director

Leslie Strickler DO, FAAP is a professor of pediatrics at the University of New Mexico School of medicine where she works as a child abuse pediatrician. She serves as the medical director of the Child Abuse Response Team (CART) and executive director of the Para los Ninos Program. CART provides medical evaluations of children who are alleged victim of physical abuse or neglect. Para los Ninos provides medical evaluation of children who are alleged victims of sexual assault or sexual abuse.

Dr. Strickler also serves as the medical director of SafeCare NM, a Project ECHO telehealth program that provides mentorship to stakeholders throughout New Mexico tasked with responding to child abuse and neglect.

Dr. Strickler frequently serves as an expert witness in civil and criminal legal proceedings relating to child maltreatment. Additional professional activities include membership on the Child Abuse and Neglect Panel for the New Mexico Child Fatality Review, membership in the legislature appointed John Paul Taylor Taskforce on child wellbeing, and participation in multiple county Multidisciplinary Review team. Dr. Strickler is active in educating training and practicing healthcare providers, and serves serve as the director of pediatric resident and pediatric emergency medicine fellowship rotations in child maltreatment. An area of particular scholarly interest is the evaluation of presentations of unique medical conditions and accidental trauma concerning for abuse.

Dr. Strickler attended medical school at the Chicago College of Osteopathic Medicine (1999- 2003). She completed pediatrics residency at the University of New Mexico Children’s Hospital (2003 -2006). She is board certified in general pediatrics and child abuse pediatrics.

I am a proud husband of my wife Michelle (20 yr teacher), proud father of five children and a strong advocate for all children regardless of ability. I am a passionate educator and believe that everyone, regardless of age, experiences trauma differently. Oftentimes, trauma in children remains hidden or difficult to identify. As a father and educator, I believe that empathic listening skills are necessary in the overall develop of resolutions to offset further trauma.

Kane Wyatt began his law enforcement career in 2004 when he attended the New Mexico State Police Academy in Santa Fe, NM. In 2013 he was hired by the Eddy County Sheriff’s Office where he was initially assigned to the Patrol Division. He was promoted to the rank of Sergeant in 2014 and transferred to the Detective Division in 2020. He earned his Bachelor’s Degree from Eastern New Mexico University in 2004. He was born and raised in Nashville, TN and moved to New Mexico in 1996 while serving with the United States Air Force.
